A spokesman says that troopers would only arrest illegal migrants they see crossing the Rio Grande. He pushed back against interior enforcement, saying they would not check a driver’s immigration status during traffic stops. But that conflicts with how the law is written. There are no geographical constraints. It allows judges to order immediate deportations. A federal appeals court has put the law on hold as suits play out.
